But the odds of winning \u2014 even matching just one number \u2014 aren\u2019t very good, and the prize is usually relatively modest. It\u2019s a popular game that governments promote as something worth playing, because it brings in revenue. But the real cost to society is hidden, and it isn\u2019t just gambling addiction.<\/p>\n<p>States first introduced lotteries during the 1970s as a way to raise money for public projects without raising taxes. They argued that people are going to gamble anyway, so they might as well offer the games and reap the profits. But that\u2019s just part of the story. The other side is that they\u2019re promoting the idea of instant riches in a time of inequality and limited social mobility. And they\u2019re relying on huge jackpots to drive sales, which are then hyped in news headlines and billboards.<\/p>\n<p>Some people play lottery games regularly, buying a ticket once or twice a week. This group tends to be lower-income, less educated, and nonwhite. They\u2019re also more likely to be addicted to gambling. And while some of them can afford to stop playing, many can\u2019t.<\/p>\n<p>It\u2019s expensive to run a lottery, so the profits are divvied up among state government employees, lottery retailers, and advertising costs. The rest goes to prizes. Some states give a large portion of the profits to education, healthcare, and other social programs.
